Canadian Legacy Project
Supporting Canadian Veterans As They Transition To Civilian Life
The Canadian Legacy Project was formed in 2008 with the dual goals of supporting Canadian Veterans in their time of need and advocating on their behalf. As a registered charity, the organization’s mission is to develop and fund programs not currently offered or sufficiently supported by Veterans Affairs. In addition, the Canadian Legacy Project works to recognize and celebrate the sacrifices of Canadian Veterans, while educating the public about their service to the country.
Our Mission is to support and advocate for Canadian Veterans by funding critical programs not fully covered by Veterans Affairs, empowering Veteran entrepreneurship, uplifting underserved female Veterans, and honouring our Veterans' service through public education.
Canadian Legacy Project is privileged to collaborate with Paws 4 Resiliency in Alberta and Veteran’s Elite Canines in Ontario to present our Paws That Protect Her program.
This initiative is unique in Canada as it is the only service dog program tailored to support the specific needs of female Veterans. The program is offered to participants at no cost.

Paws That Protect Her Project
The Canadian Legacy Project recognizes that female Veterans are more likely to experience higher rates of PTSD than their male counterparts, often as a result of combat trauma, sexual assault, and harassment. Service dogs are carefully selected and trained for their ability to recognize and respond to emotional human distress, including stress, anxiety, and fear. Through this bond, they provide critical support, comfort, and stability—helping these courageous women navigate daily life and continue their path toward healing.

Veteran's Elite Canines
Cindy Weir is a proud Canadian Armed Forces Veteran who served both internationally and at home, including deployments in the Golan Heights and during the Gulf War. Following her service, she faced significant health challenges and was later diagnosed with multiple sclerosis (MS) and post-traumatic stress injury (PTSI), both connected to her military career.
In 2018, Cindy began searching for a service dog but encountered long waitlists and limited options in Canada. As her condition progressed, her dog Gracie became an essential source of comfort and support. Determined to find a solution, Cindy travelled to the United States, where Gracie was assessed and trained as a service dog. In a remarkable act of kindness, a foundation covered the cost, reminding her that “a Veteran is a Veteran, no matter where they served.” Today, Gracie helps Cindy regain independence, hope, and an improved quality of life.
Inspired by her journey, Cindy founded Veteran’s Elite Canines to ensure other Veterans do not face the same barriers she did. Her mission is to support Veterans living with physical and mental health challenges through expert handler training, ongoing support, and the tools needed to build successful service dog partnerships, offering independence, confidence, and a path forward.
